The short answer
Most Canada visitor visas are refused because the officer is not satisfied you will leave at the end of your stay, judged on your family ties, purpose of visit, money, job and travel history. Read the letter and the officer's decision notes, fix each ground with new evidence, and reapply only when something has really changed.

Key takeaways
- Most visitor refusals rest on section 179(b) of the regulations: the officer was not satisfied you would leave Canada at the end of your stay.
- Since 29 July 2025, IRCC sends officer decision notes with most temporary-resident refusals, which show what the officer actually weighed.
- There is no appeal for a visitor visa; the options are a new application or judicial review in the Federal Court.
- IRCC says that applying again with the same information will likely bring the same decision.
- A misrepresentation finding is different from an ordinary refusal and bars you for five years.
A Canada visa refused letter is short, and that is what makes it hard to act on. It names a rule, ticks a few grounds and stops. This guide explains what each ground means in a Bangladeshi visitor file, how to read the officer's decision notes that now come with most refusals, whether an appeal is possible, and how to decide if and when to apply again.
You are far from alone. IRCC processed 91,320 temporary-resident applications from Bangladesh in 2025 and approved 41.3%, according to IRCC open data. A refusal is a judgement on one file at one moment, not a verdict on you.
Why was my Canada visa refused?
In most visitor refusals, the officer was not satisfied that you would leave Canada at the end of your stay. That test comes from section 179(b) of the Immigration and Refugee Protection Regulations, which says an officer issues a visa only if it is established that you will leave by the end of your authorised stay. The letter then lists the grounds behind that doubt.
| Ground on the letter | What the officer probably saw | What answers it next time |
|---|---|---|
| Family ties in Canada and at home | Close family in Canada and few dependants or responsibilities in Bangladesh | Show who depends on you at home and what brings you back |
| Purpose of the visit | A vague plan, or a visit that did not fit your situation | A dated plan, a real invitation, papers for the event or meeting |
| Personal assets and financial status | Money that did not cover the trip, or was not explained | Six months of statements, the source of any large deposit |
| Current employment | A job letter without leave dates, or income that did not match | An employer letter with salary and approved leave, matching bank credits |
| Travel history | Few or no trips abroad, or a history the form left out | Every earlier visa and stamp, including regional trips |
| Length of the proposed stay | A long trip for someone with a job and family at home | A stay that fits your leave and responsibilities |
Grounds about money and work usually trace back to the bank statement. Our guide to the bank statement for a Canada visa shows how officers read balances and deposits, and what papers explain them.
How do you read the officer's decision notes?
Since 29 July 2025, IRCC has sent officer decision notes with refusal letters for most temporary-resident applications, including visitor visas. They appear in your account with the letter. IRCC says portions may be removed in some cases to protect sensitive information.
- Look for the specific doubt. Notes often name the paper or the gap: a deposit without a source, a salary that did not match, a host whose status was not shown.
- Separate facts from conclusions. "Funds insufficient for the stated purpose" is a conclusion; the sentence before it usually holds the fact behind it.
- Check for mistakes. If the notes misread a paper you did send, that matters for both a new application and any judicial review.
- Note what is missing. If the notes do not mention a strong paper, it may not have been uploaded where the officer looked.
If you need more than the notes, a fuller record of your file can be requested under Canada's access to information rules. Check IRCC's official guidance for who can file the request and the current fee before paying anyone to do it for you.
Can you appeal a Canada visitor visa refusal?
No, not in the usual sense. IRCC's help centre says there is no formal appeal for a visitor visa refusal. If you believe the decision was unreasonable or unfair, you can ask the Federal Court for leave and judicial review. Under section 72 of the Immigration and Refugee Protection Act, that application must be filed within 60 days for a decision made outside Canada.
Judicial review needs a Canadian lawyer, costs far more than a new application and, if it succeeds, sends the file back for a new decision rather than granting a visa. It suits files where the officer clearly ignored or misread evidence. For most visitor refusals, a better-prepared new application is the practical route.
Should you reapply, and when?
Reapply when you can answer the reasons, not before. IRCC says whether to apply again depends on why you were refused and whether your situation has changed, and that applying with the same information will likely not change the decision. There is no waiting period after an ordinary refusal, so the timing is about evidence, not the calendar.
- 1
Read the letter and the notes together
List every ground and every specific doubt the notes mention, in your own words.
- 2
Match each doubt to evidence
For each line, write down which paper answers it. If no paper does, that ground is still open.
- 3
Collect what is new
A longer bank history, the source papers for a deposit, an employer letter with leave dates, an invitation with the host's status, or a recent trip elsewhere.
- 4
Remove the contradictions
Make the salary, dates, relatives and travel history identical on the form and in every paper.
- 5
Explain the change briefly
A short letter of explanation that names the earlier refusal and says what is different now, pointing to the papers.
- 6
Declare the refusal and apply once
Answer yes to the refusal question, then submit a single complete application rather than several quick ones.
Agencies that use Visolv record each decision and its reasons against the client's file, so a reapplication starts from what the officer actually said. Every paper is then read and cross-checked against the form and the other papers before submission, with each mismatch pointing to its page, and the caseworker approves the explanation letter before you do. That makes the new file consistent; the officer still decides.
What should you avoid after a refusal?
- Sending the same papers again within days, hoping for a different officer.
- Hiding the refusal on a later Canadian form, or on UK, US, Schengen or Australian forms that ask about refusals by any country.
- Paying anyone who promises to "remove" a refusal or knows someone at the visa office. Those offers are scams.
- Adding papers you did not have before without being able to explain where they came from.
- Changing your story: a different purpose, job or host from the last application with no reason given.
Does a Canada refusal affect other visas?
It can, mainly through what you declare. The UK, US, Schengen and Australian applications all ask whether you have been refused a visa by any country, and you must answer yes. Assume the other country can find out: immigration services share information, and a hidden refusal is treated far more seriously than a declared one.
Declared honestly, a past refusal is one fact among many. A strong later file, with travel to other countries and a clear explanation, can still succeed. For the full process, see the Canada visit visa from Bangladesh guide, and use the Canada tourist visa requirements list to rebuild the file paper by paper.
A refusal tells you exactly where the file was weak, which is more than you knew before. Read it closely, answer every ground and apply once, well. If you want a caseworker to go through the letter with you, choose a visa agency that uses Visolv and see how its checks work.
Frequently asked questions
What does "not satisfied that you will leave Canada at the end of your stay" mean?
It means the officer was not convinced you would return home after the visit, which is the test in section 179(b) of Canada's immigration regulations. The letter usually lists the grounds behind that doubt, such as family ties, the purpose of the trip, your money, your job or your travel history. Each of those can be answered with evidence in a new application.
How long after a Canada visa refusal can I reapply?
There is no waiting period after an ordinary visitor refusal; you can reapply whenever you are ready. IRCC says applying with the same information will likely bring the same result, so wait until you have new evidence that answers the reasons in the letter and notes. The exception is a misrepresentation finding, which makes you inadmissible for five years.
Can I appeal a Canada tourist visa refusal?
There is no formal appeal for a visitor visa. If you believe the officer's decision was unreasonable or unfair, you can apply to the Federal Court of Canada for leave and judicial review, within 60 days for a decision made outside Canada. It needs a lawyer, and success means a new decision rather than a visa. For most applicants, a stronger new application is more practical.
What are GCMS notes and do I still need them?
GCMS notes are the officer's records in IRCC's case management system. Since 29 July 2025, IRCC sends officer decision notes with most temporary-resident refusals, so many applicants no longer need to request the full notes. If the decision notes are too brief or heavily redacted, a fuller record can be requested through Canada's access to information process; check IRCC's official guidance first.
Do I have to declare a Canada refusal on a UK or US visa application?
Yes. UK, US, Schengen and Australian applications ask whether you have ever been refused a visa by any country, and a Canadian refusal counts. Declaring it honestly is far safer than hiding it, because a hidden refusal can be treated as deception, which brings long bans. A declared refusal is one fact among many and does not by itself stop a later visa.
Does a Canada visa refusal mean I am banned?
No. An ordinary refusal is not a ban, and you can apply again at any time. A ban only follows a finding of misrepresentation, where the officer decides you gave false information or hid a material fact, which makes you inadmissible to Canada for five years. The refusal letter states the legal ground, so check whether it cites section 40 of the Act.
